A coherent and transparent policy framework that is effectively and consistently enforced is a prerequisite for tackling illegal logging and the trade in illegal timber. An assessment of the following aspects of government policy has been undertaken for producer countries, considering both its design and the level of implementation: high-level policy, legal framework, checks and balances, international engagement, supply and demand for timber, tenure and use rights, timber traceability, transparency, resource allocation, enforcement and legality assurance, law enforcement, information management and financial management. In addition, data on enforcement and revenue collection were compiled and a perceptions survey conducted among experts to gauge their views on the government’s response.
